NEW YORK (August 6, 2026) – United States Tour Operators Association President and CEO Terry Dale has announced the association’s support of the Protected Time Off (PTO) Act which would guarantee that all workers have access to paid days off from work. The PTO Act was introduced in Congress in July 2025 by Rep. Seth Magaziner (D-RI).

 

USTOA was made aware of the bill during its recent Congressional Caucus as a delegation led by USTOA Chairman Jeff Roy, chief revenue officer of RI-based Collette, met with Rep. Magaziner (D-RI). The PTO Act addresses the issue that the United States is the only advanced economy that does not offer that guarantee. By contrast, the European Union guarantees at least 20 paid vacations days per year.

 

As stated by Rep. Magaziner, the PTO Act ensures that full-time employees will earn no less than two weeks of paid annual leave per year, at their standard rate of pay, and that the leave is guaranteed in addition to any paid sick leave of family and medical leave already guaranteed by law. It also ensures employees are protected against discrimination for exercising their right to take annual time off.

 

“USTOA is hopeful that publicly stating its support of The PTO Act will encourage other members of the industry to add their voices, broadening visibility to get it to a vote by Congress,” said Roy.

 

Added Dale, “We learned that 72% of Americans support guaranteed vacation of at least two weeks for all workers. Yes, it’s in the interest of our members to support this bill, but it’s really so much more than that. This feels like a basic right of any full-time worker in this country.”
